Producing the dump of latest VALD3 atomic data.
Two separate dumps were produced for "observed" transitions and all atomic transitions using the the latest VALD3 software (PRESELECT3) and the term parsing tool. The changes to the term parsing required modifications to the dump in order to fix the Hydrogen and the Helium transitions (moving the principle quantum numbers from the fields of broadening parameters to separate keywords).
